The authoritative Notice is only the beginning.
An infrastructure provider can accurately explain its own change. It cannot know every recipient’s entities, products, sessions, feeds, systems, controls or accountable owners. The recipient-specific decision has to happen inside the firm.

Identify
The change, dates and affected infrastructure are separated from interpretation.

An authorised employee determines whether the change applies; missing facts remain unresolved.

An authorised customer-side approver appoints stewardship; the steward designates the responsible role or team and the named participant.

The authorised approver accepts, corrects or returns the determination and action.

The system may structure information, expose uncertainty and preserve a record. It must not silently assign stewardship, choose the Action Owner, determine applicability or declare completion.
