How the record is established

Source → version → authority → reconciliation → evidence state → implementation question

Every conclusion Intelplexis publishes or delivers travels that chain in order. Nothing skips a step, and the step a statement reached is always visible.

1. Source. A named publisher and a retrievable document. Recorded explicitly in the review; newly discovered sources are distinguished from the original baseline.
2. Version. Which issue of that document, retrieved when. Earlier versions are retained, because the absence of a statement in an earlier version is often what proves a later one was added.
3. Authority. What that publisher is authoritative for. A publisher is authoritative for its own position and for nothing else.
4. Reconciliation. Where two official positions stand together, both are recorded, in order, before either is read.
5. Evidence state. What the record now supports — using the vocabulary below.
6. Implementation question. What a participant still has to establish, or put to the provider in writing.

The vocabulary

Current

The reviewed source position at its recorded verification date; not a verdict on institutional applicability.

Clarified

The earlier source position has been qualified by a later reviewed source.

Superseded

An earlier source position replaced by an identified later source. Retained as history.

Contradicted

Two official positions stand together and do not agree. Both are recorded; neither is resolved by assertion.

Attributed

A named third party's account of another organisation's position, restated with its attribution intact. Never promoted to a published fact, and never authority for the position it describes.

Not established

Not established in the public sources reviewed. This is a finding, not a failure.

Evidence gap

A document exists and is referenced, but cannot be read — held behind authentication or refused. Its contents are never inferred from any other account of what it is said to contain.

Retrieval is not verification

Fetching a page and verifying the assertion that rests on it are different acts, and they are dated separately. A successful retrieval never advances the verification date of a statement it did not confirm.

Human-reviewed evidence, with explicit limits

The public desk is manually maintained. It does not offer automated production monitoring. Recorded research scans and retained source states support the work; their dates do not promise that all sources are current.

1. Identify the reviewed sources

Each source is named, linked and classified. Tier 1 sources establish their publisher's own authoritative position; Tier 2 sources describe implementing institutions; Tier 3 sources are secondary reports, never authority for another organisation's requirement. See the registered source list.

New official publications may enter a review. They are recorded separately from the original frozen baseline, with their discovery and retrieval dates. No review claims to cover every possible source.

2. Preserve the evidence

Retained snapshots preserve retrieved states and timestamps. Earlier states are not overwritten. A failed retrieval is a failure, never evidence of no change. A document behind authentication is identified as inaccessible; its contents are not inferred.

3. Compare and explain

Compare the available before and after states. Record relevant wording, qualifications and conflicting positions. State what is not established in the public sources reviewed. A retrieval timestamp does not establish when the publisher made a change.

4. Human review and decision authority

Philip Kalibuyeli reviews findings before publication or delivery. Any machine assistance supports drafting or comparison; it does not determine institutional applicability, compliance or readiness. Source facts, interpretation and uncertainty remain distinct.

5. Corrections and version history

Corrections are dated and explained, with earlier evidence and states preserved. Send a correction and its public source to contact@intelplexis.com. The record must distinguish a corrected finding from a new source state.
