The table above is the registered scanner perimeter: the seven sources checked by the automated scanner on every cycle. Last successfully checked records the most recent successful retrieval of that source. It is not a statement that every assertion resting on the source was re-verified on that date; assertion-level verification is dated separately in the Control Room ledger.

Tier 1 · Authoritative source

Authoritative requirement, standards or market-practice sources. Authoritative for the publishing organisation's own position.

Tier 2 · Implementing institution

Public implementation guidance from banks, central banks, payment service providers, infrastructures and scheme bodies. Authoritative only for that institution's own position and actions. Where such a source describes another organisation's position, it is recorded as an attributed account and never as authority for the position it describes.

Tier 3 · Secondary report

Specialist media, consultancies and secondary intelligence. Never presented as authoritative evidence of a requirement.

Verified research corpus

Beyond the scanner perimeter, material verified by hand during an investigation is recorded in the Control Room ledger rather than here, so that there is one record of it and not two.
