This is method history, not the current public position. Intelplexis is an independent implementation-intelligence desk; its current front is Swift SR2026, and its live work is in the Implementation Control Room. The material below sets out the operational-precedent mechanism developed before that desk existed. It is retained because the provenance, comparability and authority discipline it describes is the same discipline the source ledger now applies.
No field-validation result was established during this research phase, and none of it is offered as a service.
The specification establishes the change. Material findings may emerge only while institutions interpret, implement, test and clarify it.

Publication completes the provider's communication. It does not complete the institution's work.
The provider supplies the requirement. The institution supplies the decision. Operational findings are the potentially reusable asset between them.
The institution may discover the same dependency, failure mode or ambiguity only through its own testing, escalation or production experience.
A materially relevant finding can prompt a better check, test, investigation or escalation earlier in the process.
Potential value: fewer material omissions, less repeated discovery, better-targeted testing and stronger institutional judgment.
At the time of this research, the value proposition remained under field validation.
The useful finding can be qualified for another materially comparable context. The originating institution's private records and the receiving institution's decision authority remain local.
Operational precedent is a provenance-controlled record of a materially relevant implementation experience that may inform — without determining — another materially comparable context.

No field-validation result was established during this research phase. Precedent Lift was not proven, and the design favoured historical, reconstructed and sandbox cases.
